So Votive means, allegedly, a thing you give to someone to consecrate a vow. With that in mind, yes - you can totally do that with these candles - but it's super not necessary. For example, you could give someone a Votive Candle because you like that person and don't want them to suffocate on paraffin candles. Or, even less consecrate-like, you might just buy the candles because...you like them? People do that sometimes. It's weird, I know, but it's true.
